In order to actively implement the "dual goals" of Covid-19 prevention-control and economic development, Ben Cat town has organized production activities in the new context with plans on the basis of ensuring safety.

Production recovery

With the drastic participation of the entire political system in Covid-19 prevention and control, Ben Cat town has basically controlled the pandemic, becoming a safe "green zone". This is a condition and opportunity for the locality and enterprises to boost production, ensuring the set targets on socio-economic development.

Enterprises in the "green zone" of ​​Ben Cat town have been proactive in Covid-19 prevention-control and production receovery in all plans, without slowing down their recovery process. In recent days, Eastern Bibica Mien Dong Co., Ltd in the My Phuoc 1 Industrial Park has made efforts in preventing, controling the pandemic while maintaining and stabilizing production. Nguyen Huu Long, Head of the company’s Admistration-Personel Department  said: “To maintain production, the factory has strictly implemented the "5K" message of the Ministry of Health. The impact of the Covid-19 epidemic on the company’s production line is extremely large, so safety must be ensured to operate. Besides, the company has also focused on rechecking the supply of input materials to promptly update their prices as well as delivery schedule”.

In the first 9 months of the year, although being severely affected by Covid-19 epidemic, the town's investment attraction reached significant growth compared to the same period last year. The town has attracted 547 investment projects, including 499 domestic projects, with total capital of more than VND 4.3trillion and 48 FDI ones with total registered capital of nearly US$143 million.

Over the past 9 months, the town’s total production value gained VND 140 trillion, an increase of 13.77% over the same period, or 70.1% compared to the Resolution of the local People’s Council approved. The town’s total State budget collection was more than VND 2.52 trillion, up 59% against the same period, or 108% of the plan assigned by the province and the Resolution of the local People’s Council. The town’s total State budget spending was more than VND1.19trillion, up 123% against the same period, or 116% of the plan. To get the above positive results, the town has proactively and synchronously provided solutions to support enterprises to surmount difficulties, maintaining and recovering production and business activities.

“3 green” model deployed

According to leader of Ben Cat town, in order to recover production and business activities, the town has allowed for enterprises ensuring safety, implementing the "3 on-site”, "1 road, 2 locations", “3 green” production models to resume. Up to now, the town has had a total of 528 enterprises carrying out the “3 on-site”, "1 road, 2 locations" production models with more than 14,500 employees. In addition, there are many enterprises operating under the "3 green" production model. The town is also further appraising these enterprises. This is a newly added option for enterprises to be flexible in production in line with the local pandemic situation.

Nguyen Trong An, Chairman of the town’s People's Committee said that in order to further implement the "dual goals", the town has issued a plan to implement the "3 green" production model (green factories, factories and workers). The purpose of the model is to actively prevent and control Covid-19 pandemic in industrial parks; minimize impacts on socio-economic development; ensure Covid-19 prevention- control and economic development. On the other hand, the town has mobilized all resources to support enterprises to recover production activities, minimizing the disruption of the supply chain.

Mr. An added that the town will strengthen management, inspection and supervision over enterprises during their process of resumption. They must fully implement measures on Covid-19 prevention and control at production and business establishments under the regulations. They must commit to implement "3T" (self-detection, self-isolation, self-care).  Based on their capacity, specific conditions on Covid-19 prevention and control, they need to set up appropriate production plans, sent them to competent authorities for appraisal and approval before going into production.

Returning to the new normal state, the town will further concentrate on in-depth industrial development, selectively attracting investment projects that use modern and environmentally friendly technologies, auxiliary industries, industries serving the local agricultural development. The town will also continue promoting administrative reform, making synchronous investment in infrastructure facilities, especially traffic ones, strengthening measures to stabilize the local political security, social safety and order, creating favorable conditions for enterprises to feel secure to make investment here".
