Binh Duong Province of great efforts to improve PCI

Recently, Binh Duong Provincial Authority has made various measures to improve provincial competitive index (PCI) to elevate its PCI ranking. Binh Duong Newspaper reporter interviews Mr. Mai Hung Dung, Director of Planning and Investment Department regarding the matter.
 
Reporter: Sir, please evaluate the position of the province in PCI ranking in recent years.
 
Mr. Mai Hung Dung: In recent year, Binh Duong Province is degrading in PCI ranking table; however, the general picture of socio-economic status is bright thanks to high foreign investment luring and quantity of domestic enterprises registering. But, the ranking of PCI is important for consideration of possible improvement as operation effectiveness of local authority and enterprises have been better and better.
 
Reporter: Sir, please inform the causes pushing PCI of Binh Duong Province down, recently.
 
Mr. Mai Hung Dung: The cause of PCI dropping is the emergence of other provinces as those provinces of more enterprises would face much more complex economic problems if the degration was incurred. In the meantime, those provinces not much affected by such problems would eye great improvement of PCI.
 
Besides, Binh Duong Province is of high growth and investment luring in all components of the economy; however, to develop into a new stage by the general orientation of the State and the major Southern economic zone, we should develop in a fast and sustainable manner. Thus, we have decided to attract investment selectively for business scales, lineds, and encouragement of investors and enterprises to join the planned industrial parks. And, such actions affected PCI of the province.
 
Additionally, the changes of factors and criteria as well as the emergence of new factors have degraded PCI of Binh Duong Province while the evaluation of infrastructure is only the factor of reference although Binh Duong Province is one of the locality of great infrastructure.
 
Reporter: In 2014, the position of Binh Duong Province in PCI ranking has been improved in comparison with previous years. Thus, could you tell us what measures have been made to achieve this?
 
Mr. Mai Hung Dung: Binh Duong Province was ranked 30th (58.15 PCI score) and 27th (58.85 PCI score) in 2014 in PCI ranking of the nation. Of the scoring, only 5 criteria eyed increment which were market participation by 1.63 points, labor training by 0.75 point, enterprise support by 0.71 point, transparency by 0.32, and time cost by 0.1 point. To improve PCI of the province, ever since 2013, Binh Duong Provincial People's Committee has approved a project to elevate the rating. Local departments have also planned for robust measures of PCI improvement.

Particularly, in 2014, Binh Duong Province put the local Concentrated Administrative Center into operation to test the one-stop shop model and document controlling software. Besides, Binh Duong Province continued to implement the same model at districts, towns, and Thu Dau Mot City to faciliate administrative procedures for the public and enterprises. Such actions contribute to the improvement of PCI in Binh Duong Province.  
 
Reporter: In 2015, what measures shall be focused on to improve PCI, sir?
 
Mr. Mai Hung Dung: Although we eyed the elevation of position in PCI ranking, in 2015 and the next years, we should always aim for more improvement. Accordingly, we will maintain and promote the high rating criteria while reviewing and improving the lower ones through the frequent improvement of the Steering Board for PCI improvement project.
 
Aside from PCI, we should also consider administrative reform index, public administrative province index (PAPI) to monitor and supervise the management capacity of the State as well as public service implementation of local authority in a bid to help local authorities adjust and improve their public services.
 
Reporter: What should departments do to help in improvement of PCI, sir?
 
Mr. Mai Hung Dung: As for the Department of Planning and Investment, we shall continue to implement online issuing of Enterprise Certificate, management software for foreign investment projects, regulations of coordination of industrial park authority to improve management effect and consultancy for obstacle removal for local foreign investment projects.
 
Department of Industry and Trade will continue with the coordination or cooperation of enterprises at domestic and abroad exhibition as well as commodity fairs to bring Vietnamese goods to rural areas, SMEs support of industrial promotion, technology innovation, and labor training.
 
Department of Natural Resources and Environment will focus on consultancy for issuing legal documents to detail State's regulations on natural resources and environment of the province. The action plan of Binh Duong Provincial Party Committee should be effectively carried out for the success of Resolution No. 24/NQ-TW of Central Committee of CPV on response to climate change and intensified management of natural resources and protection of the environment.
 
Binh Duong Customs will, particularly, maintain the VNACCS/VCIS at its 7 divisions in accordance with roadmap drawn by General Department of Customs so that all its divisions and enterprises should facilitate importing and exporting activities in the province.
