Determination of COVID-19 epidemic control for socio-economic development

Continuing to well implement measures to control the COVID-19 epidemic for socio-economic recovery and development is one of the key agendas in 2022 attended by delegates to the Conference of the provincial Party Committee at the 11th session that focused on discussions last morning of December 3. The conference also set out a number of key tasks to successfully implement socio-economic development targets and ensure national defense and security in 2022.

Controlled but complex epidemic situation

The report of the provincial Party Committee as presented by Mr. Nguyen Hoang Thao, Standing Deputy Secretary of the provincial Party Committee, at the 11th Conference of the provincial Party Committee, showed that the province has been through great difficulties and unprecedented challenges in 2021 as the fourth wave of COVID-19 epidemic broke out in a very complicated way to greatly impact on production, business activities, and people's lives in the province. Facing the complicated development of the COVID-19 pandemic, the provincial Party Committee, Standing Committee of the provincial Party Committee, People's Council and People's Committee of the province have thoroughly grasped up and promptly, seriously and effectively implemented the guiding documents of the Politburo and the Secretariat, National Assembly, the government, the Prime Minister, the Central Steering Committee, the Ministry of Health and the central ministries and branches; at the same time, closely following the epidemic situation in the province to issue many documents to direct the COVID-19 prevention and control with the motto of "People's lives and health are first, foremost and the most important.” The provincial Steering Committee for COVID-19 Prevention and Control, departments, agencies and localities have synchronously and comprehensively implemented the COVID-19 prevention and control to ensure safety, security and social order. Up to now, the epidemic situation in the province has been basically controlled. The number of new F0 cases and the number of treatment admissions have decreased sharply and hospital discharge has increased. The whole province has moved to a state of flexible, safe adaptation and effective control of the COVID-19 epidemic in the spirit of the Resolution 128 of the government.

However, the new infections and seriously ill patients have recently tended to increase once again. Mr. Nguyen Hong Chuong, Director of Department of Health, said that in the last 2 months, especially in November when the province switched to implementing Resolution 128 of the government, the epidemic in the area tended to increase. Although the number of patients published before PCR confirmation has decreased, the number of F0 through rapid tests in the last 2 weeks tended to increase. Currently, the province has injected more than 80% of the population with the 2nd dose of vaccine; however, 5 - 10%, which is relatively high, of newly detected cases have been on those that have not been vaccinated.

According to Mr. Nguyen Hong Chuong, in the coming time, the COVID-19 epidemic would continue to develop complicatedly and unpredictably due to many objective and subjective reasons. “Although the province has a lot of experience in COVID-19 prevention and control with many synchronous, active and effective measures and the people's awareness of disease prevention has increased and vaccination coverage has increased but due to the easing of social distancing for production and business activities and the exchange of people between Binh Duong and other provinces and cities, the epidemic situation in the future will evolve according to the epidemic situation in the Southeast region as well as in the whole nation. Especially, during the time when the new Omicron variant appears, the forecast becomes increasingly complicated and difficult," said Mr. Nguyen Hong Chuong. He added that the health sector forecast in December 2021 the number of F0 cases in the community is still high, increasing the burden on the health sector and COVID-19 prevention and control. Therefore, the health sector proposed the provincial Steering Committee to direct the branches, levels, business community and people to continue strictly complying with the regulations on COVID-19 prevention and control of the government, the Prime Minister and the Ministry of Health. Proactive measures will continue to be implemented to deal with the epidemic, in which, corresponding scenarios are developed for COVID-19 prevention and control in enterprises and in the community in the new stage.

To synchronously develop the measures

In 2021, despite many difficulties and challenges, under the centralized, unified and drastic leadership, direction and management of the provincial Party Committee, People's Council, People's Committee and other departments, agencies and localities, the active participation of people from all walks of life, and the business community, the province has achieved many important results in various fields. The epidemic situation is basically under control and the province returns to the "new normal".

However, the assessment of the situation in the near future still has many difficulties and challenges. Therefore, in order to both prevent and control the epidemic and effectively restore economic development according to Resolution 128 of the government and strive to achieve the highest results of targets and tasks for an important premise of successful implementation of the Resolution of the 11th provincial Party Congress in 2020-2025 tenure, the provincial Party Committee had set up key goals and targets to focus on leading to implementation in 2022.

The effective COVID-19 prevention and control to flexibly and safely adapt to restore production and develop socio-economically, to focus on drastically directing solutions to support enterprises to remove difficulties, especially administrative procedures on investment, land, etc. is to to restore production, business, goods circulation and promote socio-economic development. Budget revenue and expenditure, and public investments are restructured as other lawful capital sources with the participation of all economic sectors are mobilized. Public investments capital for infrastructure, especially key and pervasive transport infrastructure, resource mobilization and budget allocation are prioritized to ensure funding for COVID-19 prevention and control and social security policies.

In the field of infrastructure investment, the province will focus on investing in projects that are dynamic and pervasive such as the expansion of National Highway 13, the projects to create landscapes and prevent traffic jams on the route of My Phuoc - Tan Van, the construction of Vanh Dai 3, Vanh Dai 4 and Ho Chi Minh city and Thu Dau Mot-Cho Thanh highways to increase inter-regional traffic connectivity and contribute to complete infrastructure, develop urban services, and create competitive advantages of the province.

In parallel with the implementation of development tasks in the economic field, the province will also continue to invest in cultural and social development to commensurate with the province's economic development. It also pays attention to invest in socio-cultural infrastructure, especially grassroots cultural institutions, industrial zones and clusters, parks in residential areas, housing for workers projectedly at 1 million housing units for workers by the end of the term.

Concluding the conference, Mr. Nguyen Van Loi, member of the CPV Central Committee, Secretary of the provincial Party Committee and Head of the provincial National Assembly Delegation, emphasized that 2022 is the second year of implementing the 11th Resolution of the provincial Party Committee Congress, the Resolution of the 13th Party Congress, and also the 25th anniversary of the re-establishment of the province and in the context that the epidemic situation is still unpredictable, advantages, difficulties and challenges are intertwined. Therefore, the provincial Party Committee proposes to each member, the leaders of all branches and levels, in their respective working positions and calls on officials and members in the entire Party Committee to better promote their roles and responsibilities to lead, direct and organize the implementation of the 2022 goals and tasks, especially directing the organization to effectively prevent and control the COVID-19 epidemic to restore and develop socio-economic foundation to strive for successful implementation of the 11th Resolution of the provincial Party Congress in 2020-2025 tenure.
