The provincial People’s Council’s Economic-Budget Committee just paid an inspection on implementing planning work of Binh Duong urban-industry-service complex invested by Becamex IDC. The inspection is to bolster progress of the project and strongly inspect technical requirements of a new and modern city as approved.

A modern urban areaDespite difficulties over the years, Becamex IDC keeps investing in infrastructure facility in the complex and has basically completed the work under the detailed planning at a scale of 1:2000. Works of parks, lakes covering 75ha under perfect investment have impressed on investors and visitors. Based on the local planning orientation, Binh Duong will be an urban area class 1 and a central-run city by 2020. A new urban area under the complex will be a central district of the new city. From this target, right at the start, the project investor hired a foreign consultant unit of the Singapore University’s Planning-Architect Institute to conduct the project.
The project has showed sustainable and modern development. Infrastructure facility is planned synchronously, traffic is linked smoothly with surrounding areas and Southern economic zone whilst telecom and electricity networks are installed underground fully. Herein will be a gateway with trade exchange, service and technological transfer at the most advanced level through centers of finance, bank, office, hi-tech park and int’l university.
Planning management and project launch under synchrony
So far, the project investor has launched 6 out of 7 key routes, 3 out of 4 main water drainage canals with the total length of 31.4km as well as 95% of designed volume of items including water supply, park, electricity, telecom. 7 out of 7 IPs under completion are luring investors, VSIP 2 IP of which has reached 100% of tenancy. 5 out of 5 resettlement areas with the well-equipped infrastructure facilities are also completed.
To help local people adapt to new life, the complex management board has paid much attention to education, vocational training and job placement for residents in resettlement areas. Over 80 people joined in 2 vocational training classes and have enjoyed stable jobs. Besides, the investor offered 330 bags of cement for resettlement households so as to help them build boarding rooms in specification, contributing to shift jobs from agricultural economy to trade service.
Real situation
Results of implementing the project were highly valued by member of the local Economy-Budget Committee. However, to ward off appearing slums near the new city as big cities facing, deputy Nguyen Van Dung, director of the local Construction Department referred to inspection on the progress of building boarding rooms. Nguyen Van Hoang, deputy director of Becamex IDC cum director of the complex management board, explained the installment of resettlement areas near IPs is very scientific, winning investors’ trust and IPs will stimulate development of service and trade.
