Provincial Customs Department overcomes difficulties, ensuring State budget revenue

In 2021, provincial Customs Department has strived to reach its total State budget revenue that is not to be lower than VND 16 trillion. This is a high goal in the context of the complicated and unpredictable pandemic situation in the first months of 2021. However, provincial Customs Department is actively implementing measures against the pandemic while ensuring its State budget revenue, greatly contributing to the local socio-economic development.

Being proactive in Covid-19 prevention-control

Under the instruction of the General Department of Customs and provincial People's Committee on Covid-19 prevention and control, provincial Customs Department has proactively issued documents directing its units to urgently implement a number of important measures and commit to always accompany businesses.

Provincial Customs Department is actively implementing measures against Covid-19 pandemic while making efforts to ensure State budget revenue

In order to remove difficulties, create the most favorable conditions for import-export businesses, provincial Customs Department has requested all civil servants to be not absolutely subjective, neglect, or lose vigilance in Covid-19 prevention and control, especially strictly follow the "5K" message of the Ministry of Health. In addition, the Department has instructed its units to actively monitor the developments of the pandemic and opportunely capture information about civil servants with symptoms of infection or contact with suspected Covid-19 cases for timely solution.

Nguyen Thanh Binh, Deputy Head of provincial Customs Department said that the Department has continued actively promoting propaganda against Covid-19 pandemic among cadres and employees from import-export enterprises by many forms. Its sub-departments have been fully equipped with anti-Covid-19 equipment, disinfected their headquarters in accordance with regulations; required all staff to fully implement measures against the pandemic. Provincial Customs Department has also been proactive to  set up scenarios against the pandemic. In addition, the Department has taken solutions to ensure State budget revenue. As a result, the Department’s State budget revenue in the first 5 months of 2021 reached over VND 7.47 trillion, up 35.63% over the same period last year while import-export turnover still maintained growth (up 37.73% against the same period last year). The cooperation between the Department and enterprises was still maintained and developed well.

Efforts to ensure revenue

In order to achieve its target on State budget revenue in 2021, provincial Department of Customs is making strong efforts in reforming procedures, finding ways to approach, support and accompany businesses, helping them overcome difficulties. The Department has created favorable conditions for the local import-export activities and attracted more businesses making customs procedures in the province, contributing to increasing the local State budget revenue in 2021. Since early this year, the Department has conducted its units to organize nearly 10 dialogues with businesses.

Through the above dialogues, many enterprises said that they have had predictions about the economic situation of the world and Vietnam, taking the initiative in raw materials, helping production and business activities being gradually stabilized amid Covid-19 pandemic. Province-based businesses have worked stably again. The revenue from some main products in the first 5 months of 2021 reached growth compared to the same period last year. Specifically, the revenue from iron and steel increased by 92.54%; electric machines and electrical equipment by 38.22%; machinery and mechanical equipment by 22.22%; aluminum and aluminum products by 28.85%; paper and pulp by 22.22%; wood and wooden products by 51.50%...

Provincial Customs Department has also conducted its units to ensure Covid-19 prevention-control while continuing synchronously deploy solutions to support businesses in the process of making customs procedures; continue removing difficulties and facilitating  import-export activities. Mr. Binh forecasted that collecting State budget from import-export activities will face many difficulties. The Department has continued directing its units to proactively assess the impact of the pandemic on State budget revenue while firmly grasping revenue sources, especially the import-export situation of businesses managed by them. Simultaneously, they have implemented tasks and solutions on the management of State budget revenue in a synchronous way, striving to fulfill the set targets; closely monitored the progress of State budget collection, carried out concrete assessment in order to summarize, report the results of collection, forecast monthly and quarterly revenue.

“Provincial Customs Department has always attached special importance to developing cooperation between it and businesses and always accompanied them. The Department has thoroughly grasped and directed its units to drastically implement specific activities within the scope of the law, facilitate quick customs clearance of goods, help businesses improve their ability overcoming difficulties caused by the pandemic. The Department will continue synchronously and effectively implementing solutions such as accelerating administrative reform towards electronicization in line with international standards; taking businesses and people as the center, eliminating unofficial costs, organizing the implementation of online public services at the highest level, facilitating the activities of businesses in the province," said Mr. Binh.
