Removing enterprises into Ips, ICs on schedule with maximum benefit ensured

Early September 16, provincial Party Committee, People's Council and People's Committee held a meeting between provincial leaders and enterprises affected by the local project on converting functions, removing to industrial parks (IPs) and industrial compounds (ICs). Chairing the meeting, Nguyen Van Danh, Vice- Chairman of provincial People's Committee emphasized that this is an inevitable trend and the ultimate goal of any provincial project is to ensure maximum benefit for enterprises, people.

Right roadmap, appropriate criteria

At the meeting, Nguyen Thanh Ha, Deputy Director of provincial Department of Industry and Trade (DoIT) informed enterprises of the implementation of the project on "Investigating and assessing the actual situation of operations and proposing mechanisms and policies to support enterprises outside IPs and ICs in the southern region to convert functions and remove into ICs in the province”.

Accordingly, in 2019, provincial People's Committee approved this project with the goal of mobilizing enterprises that are having industrial production projects outside IPs and ICs in the southern region of the province to convert their functions and remove into Ips and ICs. Accordingly, the roadmap in towns and cities is implemented as follows: Thuan An city from January 2020 to December 2028; Di An city from January 2024 to June 2030; Thu Dau Mot city from January 2024 to June 2030; Tan Uyen town from January 2024 to December 2029; Ben Cat town from January 2024 to December 2030.

Determining the evaluation criteria for production facilities that have to be relocated and convert their functions, Mrs. Ha said that provincial DoIT has implemented this based on 4 criteria, including environmental protection in line with the province's approved and valid socio-economic development plans, production scopes and a sense of compliance with the law. “We have informed enterprises of this project for a long time and we announce it specifically and clearly whenever contacting associations and enterprises. The project must have a roadmap, giving appropriate criteria so that enterprises can soon have specific plans to relocate or convert their functions in accordance with the local planning and development investment orientation”, Ha said.

Ensuring maximum benefit for enterprises

With the spirit of frank and open exchange, Nguyen Van Danh, Vice- Chairman of provincial People's Committee received many direct opinions from enterprises. Most enterprises believe that they want to be stable to maintain production and business. This is because they have to face difficulties in terms of expenditure, land, location, workforce, customers, partners when changing... However, this is a major policy of the province, an inevitable trend in the development process, so enterprises must implement it. They wanted that provincial People's Committee, departments and agencies will sympathize, support and do it step by step; have a specific roadmap for them to prepare carefully when relocating or converting functions.

Truong Thuy Lien, General Director of Lien Anh Company in Di An city suggested that provincial DoIT should soon announce the list of enterprises that need to be removed, convert functions and are allowed to stay… so that enterprises can orient and plan to prepare for implementation. The transformation and relocation need to have a specific roadmap with appropriate policies to support enterprises so as not to affect their production and business activities as well as the employment of employees.

Meanwhile, Vuong Sieu Tin, Vice-Chairman of Binh Duong Ceramics Association also shared that the ceramic sector requires skilled workers. Meanwhile, with 300 years of establishment and development, the traditional workforce of the ceramic sector is concentrated in Thuan An city. If ceramic enterprises move to Ips and ICs in the northern region of the province, they will not be able to recruit workers certainly. If workers to move along, enterprises must build residential and housing areas. If wanting to have a residential area, they must change the purpose of land use. Therefore, the province needs to tell enterprises specifically whether the province allocates land or leases it to enterprises? How will the land rent be implemented?...

After hearing all the opinions by enterprises, Nguyen Van Danh shared and sympathized with difficulties that enterprises are facing. Over the past time, Binh Duong province had strong socio-economic development, pioneering in implementing many breakthrough programs and important projects...This result was significant contributed by  enterprises and laborers. For that reason, the attention to enterprises and employees is always the top priority of the province. Mr. Danh emphasized that this is a big, difficult and very important project of the province, requiring the consensus of enterprises, the people's satisfaction and compliance with the province’s policy to promote investment attraction in high-quality services, support services for industrial development, industries that create great product values, are environmentally friendly, save natural resources and land, reduce labor-intensive industries gradually. The purpose of the project is to relocate and transform enterprises for stronger and more sustainable development. Mr.Danh wanted that enterprises will support the province's policy, contributing to the local socio-economic development in the coming time.

Binh Duong currently has a large number of enterprises, mainly in Thuan An city, Di An city, Ben Cat town and Tan Uyen town, with the popular industries of iron and steel production, mechanics, chemicals, footwear ... that have to remove to IPs and ICs, accounting for 71% of the total number of the local industrial production establishments. Therefore, the implementation of a program to mobilize and support the removal and functional change of enterprises into large-scale IPs and ICs not only avoids environmental pollution, noise, fire and explosion in residential areas, but also contributes to adjusting the local urban planning and rejuvenation towards a civilized, smart and modern city.
