Part 4: To build up innovation ecosystem

 Binh Duong Innovation Region is expected to create leverage for development and build the foundation of an innovation ecosystem, speeding up the process of joining prestigious organizations in the world, develop high-tech service industry, and bring the citizens a better, civilized and modern life.

 Development leverage

 Becamex IDC was assigned by the province to collaborate with agencies, departments, and international partners from Eindhoven (Netherlands), WTA (Korea), Singaporean experts to launch Innovation Region - the focus of the Smart City project in 2021 - 2025 period. The Innovation Region includes Di An, Thuan An, Thu Dau Mot, Tan Uyen, Ben Cat, and Bau Bang, forming a creative innovation trail in the Southern Key Economic Zone, throughout Binh Duong, connecting to Binh Phuoc province.

In addition to the current potential and capacities of the province,  Innovation Region is expected to create leverage, continue to promote smart development strategies with a 5-layer solution model, creating a premise for building an attractive investment environment, step by step turning Binh Duong into a smart and innovate city.

Dr. Nguyen Viet Long, Acting Director of provincial Department of Science and Technology, Director of Binh Duong Smart City Office, said: “In order to gradually meet the above expectations, the Innovation Region will follow the development direction of smart city, drastically implement many specific projects, such as facilitating smart transportation development, piloting projects of Smart village aims to develop smart agriculture combined with ecotourism. In those projects, development of services and industry is considered the spearhead for the province to break through”.

 In recent years, Binh Duong service industry has been developing rapidly, both in industrial and urban services, as well as in education and training. On this foundation, in order to aim for a prosperous and sustainable socio-economic, the Binh Duong Smart City project will be carried out drastically to make more breakthroughs, especially in service industries owning a high concentration of gray matter. Currently, three cities directly under the province, Thu Dau Mot, Di An and Thuan An, have great potential for development and need a new breakthrough. The three cities will focus on investment and replanning, especially strongly attracting social resources, aiming to become civilized and modern cities, high-quality service areas for the whole region.

Nguyen Thanh Tam, Vice Chairman of Thuan An City People's Committee, said: “In the new period, Thuan An city mobilizes maximum resources to strongly invest in developing urban transport infrastructure, technical infrastructure, social infrastructure, and urban embellishment to meet the criteria. Grade-I urban centers associated with service industry development. Thuan An strives to become an urban service-oriented center developing towards civilization and properity by 2025”. Vo Anh Tuan, Vice Chairman of People's Committee of Di An City, said that Di An City would make an attempt to create a breakthrough in infrastructure, urban development orientation based on public transport corridors. Di An City develops sustainably in the direction of civilization and modernity, strives to become a smart city.

In the new city, World Trade Center of Binh Duong New City (WTC BDNC) is a strategic turning point, creates a foundation for breakthrough in services and international trade for the province, especially e-commerce. In the upcoming plan of Binh Duong, the projects of Binh Duong Smart City and Innovation Region will continue to have specific programs and projects to  elevate service industry.

To form a premise for high-tech production

An indispensable factor Innovation Region is the formation of scientific technological industrial park. The scientific technological industrial park is a breakthrough in industrial production, the fundamental infrastructure for the formation of a creative innovation ecosystem, attracting investment owning high added value, creating a premise for high-tech production in strategic manufacturing industries; plays the role of industrial linkage, along the main traffic axis My Phuoc - Tan Van - Bau Bang, connecting to Binh Duong New City.

To realize the above vision, scientific and technological industrial park is executed by Becamex IDC in collaboration with partners from the Netherlands, South Korea and Singapore to set up the planning orientation, including: Educational institution will attract human resource training and technology transfer; technology industrial parks for creative corporations and startups; business park for offices and research facilities - technology laboratory; a high-class service area with a living environment that meets demands of scientists and experts; community cultural and sport areas.

Dr. Nguyen Viet Long, Director of Department of Science and Technology, Director of Binh Duong Smart City Office, said that besides modern, synchronous infrastructure, the key to the success of S&T Industrial Park lies in soft institutions with incentive policies, modern governance system and capacity building for the creative innovation based on close cooperation and interaction between entities within the region, in which the three stakeholders of the Triple Helix model are the mainstay.

In addition, in the future the province will establish a system to promote strategic industries of the region, support businesses, incubate and attract technology companies. Especially, from the advantage of having many production facilities, Binh Duong is gradually researching and developing a smart and advanced manufacturing industry; cooperates with large corporations with modern models, advanced designs to support enterprises to transform, upgrade production levels, human resources, suitable for the 4.0 age. The above orientation will open up a potential market, at the same time create a new breakthrough in attracting investment in high-tech production for Binh Duong.

To promote large infrastructure to serve the development of the Northern region, study to build a scientific technological industrial park in Bau Bang district to satisfy the demand for attract professions having high science and technology content and added value, and become a technology transfer and research center, to attract intellectual and skilled labors, to increase technology proportion and gray matter content in Binh Duong's key export products”.
