 With the unanimity, joined strength of the entire political system, the people and business community as well as effective and appropriate solutions, over the first 8 months of 2020, Binh Duong performed well the "dual mission", which is to fight against the epidemic and stabilize socio-economic condition. To be consistent in fulfilling the set goals, provincial leadership actively directed the construction of mechanisms and policies for economic recovery and development, has been determined to fulfill the goals set for the whole year.

 The economy is recovering step by step

On August 28, Provincial People's Committee held a regular meeting in August to evaluate the implementation of socio-economic development tasks in the province over the first 8 months of 2020, discussed tasks for the last months. Tran Thanh Liem, Deputy Secretary of Provincial Party Committee, Chairman of Provincial People’s Committee, asserted:

In August 2020, although the Covid-19 returned with complicated developments, the province has proactively done quite well the epidemic prevention control. With large numbers of industrial parks and workers, but up to now Binh Duong has not had a positive case for SARS-CoV-2 virus. Therefore, businesses and employees feel secure and do well their tasks.

In addition to the good results, the task performance in August and during the first 8 months of 2020 still faced many difficulties and limitations. Domestic budget revenue over the first 8 months decreased compared to the same period last year. The disbursement rate for public investment as of August 15th was VND2,941 billion, reaching 21.8% of the plan. In particular, the Covid-19 is happening in a very complicated and unpredictable way; The whole country has recorded many new cases, with the ability to spread rapidly, the pathogen from outside are able to penetrate into the province, if it is not well controlled. It also affects the socio-economic situation in the province.

The meeting also discussed the draft regulations on organization, operation, management and use of provincial Fund for natural disaster prevention; the draft submitted to Provincial People's Committee to propose resolution on regulations on subsidies and social assistance in the community, in social protection establishments, social houses; support fund for the care, nurture and other social assistance policies of vulnerable people in the province. Delegates also gave opinions on solutions to prevent the Covid-19, solve difficulties in production and business, building e-government, administrative reform, and solutions to fulfill socio-economic economic goals in 2020.

Mr. Liem said that with drastic and comprehensive solutions, Binh Duong has effectively implemented the dual goal of preventing and fighting against Covid-19 and socio-economic development task in the first 8 months. Provincial socio-economic situation in August basically remained stable and showed good signs; most key tasks have ensured the set progress. However, the epidemic would still have a great negative impact on the implementation of provincial socio-economic development tasks in 2020. Therefore, to accomplish the development goals this year, it is necessary to continue having new and effective solutions, while there must be stronger determination from the entire political system, departments, branches, local governments.

To speed up the execution of tasks

Amidst the Covid-19 crisis, Binh Duong, together with the whole country, has continued to perform the dual task: Preventing controlling the epidemic, restoring and stimulating socio-economic growth, and collecting State budget revenue. However, the Covid-19 has continued to significantly affect the socio-economic aspects and people's lives. In order for the economy develops stably and uninterruptedly, Chairman of Provincial People's Committee asked all governmental levels, branches, bodies and localities to make every effort to fulfill assigned tasks. These are to strictly perform the prevention control of Covid-19 with good concentration, determination, effectiveness, proactive, and strengthen the management of people entering Binh Duong; continue to monitor and supervise those returning from epidemic areas, strengthen management of epidemic spread risks in the community.

Mr. Liem emphasized, in the context of the Covid-19, it will be very difficult to achieve the province's economic growth target for the whole year 2020. In order to complete the socio-economic development targets for 2020, the remaining months are the time to accelerate the task implementation. Therefore, the Chairman urged departments, branches and localities in the coming time to focus on Covid-19 prevention control in order to minimize negative impacts of the epidemic on people' lives and health; promptly implement mechanisms and policies to support and solve difficulties for businesses affected by the epidemic; boost production in industries less affected by the epidemic; focus on speeding implementation and disbursement of public investment capital. All levels, branches and localities also need to actively work out plans to prevent natural disasters in the coming rainy season; assist foreign specialists in entering the province, secure social security, labor and employment; at the same time, to well prepare the necessary conditions to seize opportunities and attract investment, external resources from many other countries and regions for local and national development.
