In October 2021, provincial Department of Industry and Trade coordinated with consultants to develop a detailed outline and budget estimate to request the Ministry of Industry and Trade to instruct the procedures for appraisal and approval of provincial-level chemical incident prevention and response plan.

The Department submitted the plan to the Provincial People's Committee and received the approval for a chemical incident response exercise in Binh Duong province in 2021 at Ton Dong A Factory; complete Steering Committee, on-site Command, Assistance Group of Provincial Steering Committee for Chemical Incident Response, and Regulation on organizing activities and implementing the preparations, expected to exercise in an appropriate time. The Department also joined delegations to inspect the management and implementation of the law on chemical activities at five enterprises in the area, presided over by the Ministry of Industry and Trade.
