As of late 2009, Binh Duong had 255 out of 274 businesses at IPs with trade union locals building up working regulations, according to provincial IPs’Trade Union. There were also 185 businesses building up and adjusting their payrolls, 136 signing the mass labor deals, 125 setting up grassroots labor conciliation councils and 46 establishing labor protection councils.
