Determined with practical and effective measures, Binh Duong has been well implementing the national pivotal program of constructing new rural areas, contributing to the changes of rural appearances into positive results of green, clean, and beautiful environment while local people’s lives are improved.

Rural economy of Binh Duong has been more and more valuable thanks to models and projects of high-tech agriculture

Changes of appearances

The inter-connecting roads of hamlets and communes have been asphalted or concreted with flowers along their sides to feature the delighted changes of new rural communes in the province. Various public well-fare constructions like market places, schools, clinics, and cultural facilities have been used as people’s houses have been beautified or newly constructed; employment at new rural communes has been stable and ensured.

Although it is not a newly advanced rural construction commune, An Thai commune in Phu Giao district has brought into play the potential and strengths of gradually overcoming difficulties to bring the economy to development and improve the quality of people's life. Talking to us, Mr. Bui Van Bao, Chairman of An Thai commune People's Committee, said that for the people of An Thai this spring is different from previous springs as people celebrate Tet with joy in the commune meeting the newly enhanced rural standards. A special thing is noted in An Thai commune that the locality has completed the program of building a new advanced countryside based entirely on the internal resources of the people not on achievements.

Bau Bang district is a prominent example in new rural construction in Binh Duong. Established in 2014, Bau Bang did not have any new rural commune, by 2019, 100% of the district's communes have met the new rural standard. The appearance of the countryside has prospered as the socio-economic development is increasing, and the material and cultural life of the people has been improved. The highlight in the construction of new rural areas in the district is the increasing income, the reduced poverty rate according to multidimensional standards, and the effectively implemented project of restructuring the agricultural sector in the direction of value chain linkage and sustainable development.

Talking to us, Mr. Nguyen Van Thuong, Deputy Chairman of the People's Committee of Bau Bang district, said: “The district has issued a plan to build a new countryside with specific goals while reinforcing the criteria as strengths and breaking through even weaker criteria. The district also focuses on developing and expanding advanced and effective economic models while forming concentrated cultivation and husbandry areas that must meet the requirements of high value, competitive ability, high efficiency and consumption market. We determine that "reaching standards" does not mean stopping but continuing to direct departments, branches and localities to coordinate and implement synchronously specific solutions to maintain and improve the quality of the criteria.

Currently, the province has 7 communes that have been recognized as meeting advanced new rural standards, 1 district, 2 towns have been recognized as districts meeting new rural standards, and the town has completed the new rural tasks. Per capita income in new rural communes in 2021 reached VND 71 million a year. With the motto of "the State and the people work together", Binh Duong's new rural construction program has creative, effective and practical steps. Localities in the province have been proactive and flexible in mobilizing resources from the State, people, businesses and other sources for new rural construction. In which, the emulation movement of "the whole province work together to build new countryside" eyed active participation of the authorities at all levels and people. Many localities have had creative and effective ways to make use of many resources. For infrastructure construction in rural areas, it is integrated and benefits from a synchronous infrastructure investment strategy for industrialization and urbanization.

To promote strengths and towards models

The outstanding result making Binh Duong's own mark in new rural construction is that 100% of the program's capital construction investment projects are implemented in accordance with the right processes and procedures. The province's way is to allocate capital to build new rural areas and integrate it through the process of building physical foundations of sectors for faster implementation and closer supervision of the people and no outstanding debt in the new rural areas construction.

In 2021-2025, the province will continue to issue a new set of improved rural criteria and models to serve as a basis to continuously promote the achieved results, aiming to take care of the lives of rural people. Mr. Pham Van Bong, Director of Department of Agriculture and Rural Development, said that Binh Duong is keeping on to set the goal of maintaining the results of communes meeting new rural standards in the previous stages to promote agricultural development. New rural areas are enhanced and modeled under stable, sustainable, civilized and modern rural development according to the set targets for the 2021-2025 term. Accordingly, Binh Duong continues to build new rural areas on the basis of sustainable and safe agricultural development in the direction of large scale, application of high technology - biotechnology, and sustainable development.

In the coming time, the department will continue to support and encourage the development of high-tech agricultural production and sustainable agricultural production associated with environmental protection; will focus on building and replicating the model of organization of production along the value chain with key agricultural products in the area; will create a step to develop agricultural production in the direction of goods reaching productivity, quality and food safety.
