Cooperative alliance to focus on cooperative development

 On the occasion the 3rd term’s 5-year summing up congress (2005-2010) for the emulation movement and typical cooperative building, Binh Duong Daily’s reporters had an interview with Lai Manh Dau, vice chairman of the provincial Cooperative Alliance about the local cooperative bloc’s activities over years.

Could you assess highlighted achievements of collective economic sector over years?

Despite difficulties, collective economic sector and especially cooperative model has indicated signs of positive development. Over the past 5 years, more than 1,5000 cooperative teams and nearly 70 cooperatives have been established newly according to the Cooperative Law. On average, 6% of cooperative teams and about 17.28% of cooperatives are developed every year, of which most of agricultural cooperatives are set up from the teams.

To date, as many as 74.33% of households and rural laborers have joined and used services of collective economic bodies and all of 7 districts, town and 43 wards and communes and townships have cooperative bodies. Credit funds have also offered favorable conditions for more than 85,000 laborers to borrow loans for production-business development.

At present, cooperatives have absorbed more than 35,000 laborers, 100% of cooperative members have escaped poverty and enjoyed an average income of VND24mil per year, especially some membership households have reached an income of over VND100mil per year.

Over the past 5 years, the efficiency of economic models as well as development of cooperatives have opened new jobs, surging farmers’ income, bolstering poverty reduction and contributing to local economy.

To obtain such results, do collective economy’s activities face obstacles?

Over years, collective economy does not completely escape shortcomings. The reason lies in immanent ability of cooperatives, lacking orientations and sources. Besides, in terms of objective aspect, awareness on collective economic development and new style model of collective economy is insufficient, leading to poor attention.

In addition, policy system for cooperative development remains insynchronous and unsatisfied requirements of renewal and development.

What lessons does the alliance draw and what orientations for coming time?

First, task of collective economic development must really become a movement and is realized across all levels and bodies and the public. Besides, it must be implemented constantly in attachment to the country and local socio-economic development.

It is necessary to build collective economic forms, focus on building and applying policies in a bid to encourage and support collective economy, creating strong changes in awareness and responsibility for party members and residents.

Second, it is essential to invest in training work on management for officials involving in collective economy. Cooperative workshops should have right, proper orientations to bring interests for members.

Third, it is essential to strengthen inspections to carry out resolutions of collective economic development at all levels in an attempt to draw experiences for proper adjustment.

To reach a target of producing typical examples for the mode, the alliance will focus on sustainable cooperative development in the coming time.

Specifically, it will by 2015 lure 80% of farmers to join in collective economy, build new cooperative models of healthcare cooperative, welfare cooperative. In addition, it strives to take collective economy into a cooperative with important role and position for local socio-economic and cultural development.
