From the morning of October 1, the people of Binh Duong could not hide their joy when life returned to a new normal state. The province's strategy of safe, flexible adaptation, and effective Covid-19 control associated with production and business recovery is facilitating businesses to gradually resume their operations. In order to restore and develop socio-economic status in the situation that Covid-19 is under control, the province has recently issued an official letter allowing most industries and business fields to reopen. Many enterprises in the province have started planning to prepare for speeding up production and business in the last months of the year. Up to now, over 85% of enterprises in industrial parks have returned with production options of "3 on the spot", "1 route, 2 destinations" and enterprises meeting the "3 green" standards.
With political determination and the consensus of all levels, sectors and business community, Binh Duong will soon overcome difficulties and strive to achieve the highest results in the goals and tasks set out in 2021. The province is instructing businesses on safe production plans and directing localities not to incur additional procedures in the process of supporting production recovery on the principle that it is safe to relax wherever it is safe.
Currently, departments, branches and localities are continuing to take drastic actions to create the most favorable conditions for businesses, contributing to promotion of growth with the spirit of sharing. Specifically, the province has set up a working group to support enterprises to restore production and business to advise the Chairman of the provincial People's Committee to issue solutions and policies to support and help enterprises restore production and business operations. The working group consists of 30 members led by Mr. Vo Van Minh, Chairman of the provincial People's Committee; Mr. Mai Hung Dung, Standing Deputy Chairman of the provincial People's Committee, is the Standing Vice Chairman of the provincial People's Committee. The working group actively approaches, captures and receives information to synthesize the difficulties and problems of individuals, organizations and enterprises; thereby, planning and directing departments, agencies, branches and district-level People's Committees to implement solutions to support, remove difficulties and obstacles, and promote business and production operations for enterprises in the province.

Mr. Vo Van Minh, Chairman of the provincial People's Committee, affirmed that fighting the epidemic and maintaining economic development are the two "fronts" that go hand in hand. Binh Duong always identifies the "health" of enterprises as the leading factor to determine the resilience of the economy. Provincial leaders are committed to creating the best conditions to support enterprises to move forward together, maintain production and business activities, and not to disrupt production and supplying chains. However, even though the epidemic has been controlled, the risk of outbreak is still high, so the province advocates reopening the production step by step on the principle of ensuring safety and firmly protecting the province's anti-epidemic achievements as well as protecting production for enterprises.
In order to ensure the labor source for enterprises that are allowed to operate again, Binh Duong calls on employees to stay to continue production and business operations. Employees will be given priority to get vaccinated against Covid-19 to gain employment and earn income for themselves and their families, contributing to maintenance of the production supplying chain and reducing the risk of Covid-19 spread. In the immediate future, employees who meet the conditions for circulation and have the certification of testing according to the guidance of the health sector are allowed to circulate to work at production and business establishments and enterprises that are eligible to operate under the model of 3 green (referred to as green enterprises) in the whole province. Green enterprises introduce their employees to the local authorities where they reside for certification to serve the circulation (procedures and certifications according to the instructions of the authorities).
According to Mr. Vo Van Minh, the province will create favorable conditions for workers to travel to production plants on the principle of maintaining safety. At the same time, they coordinate with the provinces and cities in the region to agree on a circulation plan for employees and will soon come up with a specific plan. The business community needs to soon have a plan to reproduce so that the industries can check the safety and gradually reopen production in the new situation.
“In order for employees to feel secure to stay and continue production and business and maintain the supplying chain, the province requires departments, branches and localities to have solutions to promote and mobilize more effectively the resources of the community, businesses and people to support disadvantaged and vulnerable groups and contribute to ensure social security and develop a plan to welcome workers back to Binh Duong to participate in production activities in order to avoid shortage and disruption of the labor supplying chain. In particular, the immediate solution is to fully vaccinate employees, propagate for employees and their families to agree and coordinate in organizing safe transportation of workers back and fro their working places. Enterprises need to publicly announce wages and overtime payments to offset the anxiety of employees when returning to work. In addition, industrial zones, clusters and enterprises continue to prioritize investment in mobile medical stations by ensuring a safe working environment for employees and proactively adapting and coping with epidemics," said Vo Van. Minh, Chairman of the provincial People's Committee.
