Further focusing on disbursing capital for key projects

On the afternoon of April 19, Nguyen Loc Ha, member of provincial Party Standing Committee, Vice-Chairman of provincial People's Committee chaired an online conference to sum up the local public investment in 2020 and the 2016-2020 period. The event was attended by Nguyen Thanh Truc, Vice-Chairman of provincial People's Committee and representatives of departments and sectors in the conference.

Contributing to socio-economic development

The summary report for the 2016-2020 period shows that the province’s annual public investment capital disbursement reached and exceeded the central plan. The amount of capital focused on key projects, greatly contributing to the local socio-economic. The province was allocated more than VND33trillion from  the central State budget for the medium-term plan on public investment.

The province speeds up site clearance for the My Phuoc - Bau Bang street project

Approved by provincial People's Council, the plan includes more than VND33.5 trillion from central and local State budget. During the implementation process, the province mobilized resources to supplement into the medium-term financial plan, ensuring adequate capital for projects that were started and completed during the period. By the end of the medium term, the province’s total capital for public investment was more than VND45.9 trillion, which was allocated to 823 projects. As of January 31, 2021, the province’s total disbursement value for public investment reached more than VND 38.4 trillion, exceeding 17% of the plan assigned by the central government, reaching 84% of the adjusted plan and 114% of the plan assigned by provincial People's Council at the beginning of the period.

Regarding capital disbursement for key projects, the province’s 2016-2020 medium-term plan was for 49 key projects with  total capital of more than VND16.11 trillion, accounting for 40.9% of the local plan on capital from State budget. Disbursement value was more than VND13.9 trillion, reaching 86% of the adjusted plan and 107% of the plan at the beginning of the period. There were 25 compensation and site clearance projects with total allocated capital of more than VND4trillion. Disbursement value was more than VND3.7 trillion, reaching 128% of the plan at the beginning of the period and 93% of the adjustment plan. Over the past 5 years, the province started construction of 392 projects, completed and put 550 others into use.

Trinh Hoang Tuan Anh, Deputy Director of provincial Department of Planning and Investment said: “In the 2016-2020 period, under the leadership of provincial Party Committee, People's Council and People's Committee, the province’s annual disbursement of public investment capital over the past time met and exceeded the central plan. The amount of capital focused on key projects, contributing to the local socio-economic development ”.

Over the past years, the province paid attention to planning and developing transport axes with connectivity in and out the province with many projects built and upgraded, contributing to the local urban rejuvenation. The province also put focus on agricultural and rural infrastructure development; mobilized people to invest in traffic, clean water supply systems, better meeting demand for people’s daily life and production. In addition, the province attached special importance to developing material facilities in the fields of  healthcare, education, culture, information-communications, basically meeting people’s needs, ensuring the local socio-economic development in the new context.

Speeding up compensation and site clearance

At the conference, leaders of districts, towns and cities raised a number of difficulties, mainly in site clearance compensation and resettlement.

To fulfill public investment in the new period, the province will further focus on disbursing capital for key works, projects on compensation and site clearance, and others that are likely to be completed and put into use in 2021 and the 2021-2025 period while cutting capital and blaming for individuals and units involved in projects with low capital disbursement.

Speaking at the conference, Mr. Truc agreed with contributive ideas  and proposals by localities. He emphasized that the province excelled at public investment, contributing to the local socio-economic development last year. This was a great effort by the province, especially amid the Covid-19 epidemic.

He also said that relevant departments, sectors and localities should focus on speeding up site clearance and compensation, promptly removing difficulties; making evaluation of land price appraisal, compensation; strengthening and clarifying decentralization of verification, appraisal, opportunely  implementing central regulations ...

*Nguyen Tam Duong, Head of provincial People’s Council’s Commission for  Economics-State Budget: The scale of the local public investment over the past 5 years was very large with projects having a great impact on the local socio-economic development. This result was due to the sharp direction and management of the province. In order to well perform this task in the coming time, relevant units need to deliberate about investment capital, pay more attention to the task of proposing projects.

*Le Thanh Toan, Vice-Chairman of Thu Dau Mot City’s People's Committee: In the coming time, Thu Dau Mot City will focus on selecting qualified consulting units; resolutely handle the units that signed contracts, but dit not perform well. The city will initially restructure its departments in line with the new situation, improving the efficiency of management; organize periodic meetings to deal with difficulties, improving the quality of documents, shortening the progress of construction of projects. Currentlt, capital arrangement is not adequate in comparison with the actual needs of the city. In the coming time, the city will recheck feasibility when implementing projects.

*Nguyen Thang Tam, Chairman of Thuan An city’s People’s Committee: Over the past 5 years, the city made great efforts in basic construction with capital disbursement value reaching more than VND 3.4 trillion or 95% of the plan, site clearance progress obtaining 91% of the plan. However, the city has still faced many difficulties in site clearance and  compensation, due to the increase of land prices in the market. In addition, the city lacks specialists working at its land fund development branch
