New electricity price not influences much on poor households

 

Deputy Director of Binh Duong Electricity Le Minh Quoc Viet was interviewed on price adjustment.

 

- How will the price change due to the price adjustment from March 3rd?

 

- Implementing Point 3, Item I of guiding appendix for electricity prices ruled by Circular No. 08/2010/TT-BCT of Trade and Industry Ministry dated on February 24th, 2010, Binh Duong Electricity has fixed up electricity index for calculation of daily use electricity to 15,063 clients.

 

- Will the change affect poor households?

 

- Daily-use electricity prices are calculated in steps. For the first step of 50kWh used, the price stays the same and VND 600 per kWh. Therefore, poor households will not be affected.

 

- What will happen to about 10 general electricity registry hubs that have not been removed?

 

- Across the province, we have 28 electricity registries that ‘sell’ electricity at rural price to 2,034 households. Pursuant to Article 8, Clause 8 TT08, there is no legible electricity ‘seller’ at rural price. Therefore, Binh Duong Electricity will apply the same price calculation to those general registries. This will cause difficulties to representatives of the registries to collect the charges. Currently, Binh Duong Electricity has mobilized to remove those general registries and expected to finish in 2010.

 

- How that will be implemented?

 

- Households using electricity from general registries should contact our branches to buy electricity directly from us, the sooner the better. Besides, Binh Duong Electricity urges representatives of the general registries to enhance their management in a way that can minimize electricity leaks. Meanwhile, local authorities are asked to supervise collection of charges.

 

- In what way will new electricity prices affect business and production?

 

- It surely will affect enterprises who are manufacturers. However, the 6.3% rise of price is lower than the general rate of 6.8%, mainly for peak and normal hours. Therefore, Binh Duong Electricity has suggested enterprises to save electricity use and prioritize use in lower-load hours.

 

- How will the new prices influence business of hostel renting?

 

- Beside price hike, electricity users are more favorable for easier registration which now only requires long-term registration of temporary domicile of the renters. The new circular ruled that 4 persons are counted as 1 households or one person for a quarter of the count. The owners will collect electricity at the same price noted on monthly bill from electricity retailers (in this case is Binh Duong Electricity). Therefore, renters can protect their rights of electricity use by reporting any misconduct to electricity branches across districts and town or even to Binh Duong Electricity.

 

- What is your recommendation to readers about electricity use as clients of Binh Duong Electricity?

 

- The government offers this roadmap to increase electricity prices to meet the market prices by 2010. To reduce burdens for enterprises and electric users, we recommend our clients to save electricity and make use of natural light and ventilation. We should also take into consideration of saving-energy equipments when repairing and replacing electric appliances.
