Provincial Department of Customs: Reforming administrative procedures, giving maximum support for businesses

Over the past time, provincial Department of Customs continued focusing on implementing synchronous solutions, creating maximum convenience for businesses in importing and exporting goods. In addition, the Department made efforts in taking many measures to reform, modernize inspection, supervision, support information and accompany businesses ..., thereby greatly contributing to the local economic development.

Being proactive to accompany

As of late Q1 2021, provincial Department of Customs paid nearly VND 3.8 trillion for State budget, up 35.93% over the same period last year or 23.6% of the estimate.

Provincial Department of Customs strives to facilitate goods clearance, support import and export businesses in the locality

In the context of economy facing difficulties, provincial Department of Customs is making a strong effort in reforming administrative procedures, supporting and accompanying businesses in order to achieve its target of State budget collection in 2021. The Department has also directed its sub-departments to continue holding dialogues with businesses. Since April, customs sub-departments in the province have coordinated to organize the first customs dialogues with businesses in 2021, attracting the participation of nearly 1,000 import-export businesses.

Through the above dialogues, the Department wanted to hear about the operational situation of businesses as well as their difficulties amid Covid-19 pandemic; received comments on cadres, civil servants’ attitude and working style, contributive ideas to making policies and legal regulations in order to create the most favorable environment for production and business activities. All recommendations and proposals by businesses were directly answered by leaders of the Department. They also committed to accompany businesses and create favorable conditions at maximum level for businesses.

Nguyen Thanh Binh, Deputy Head of provincial Department of Customs said that the Department always aims at the motto of "Customs always accompany businesses". The Department and its branches have always created favorable conditions for businesses to stabilize, expand, develop production and business activities…

Maximum convenience

As a leading agency in international integration, provincial Department of Customs has always pioneered the application of information technology, shifting to electronic management. As of now, core customs procedures are completely automated at all customs units in the province. Provincial Department of Customs has synchronously implemented many solutions to reform administrative procedures, modernize customs procedures, helping import and export businesses to save time, costs and get more convenience in customs clearance, tax payment, improving the State management efficiency of the customs sector.

One of the breakthroughs in reform and modernization is that provincial sector of customs sector has effectively applied automatic customs management programs and softwares at all its branches. The above applications have created conditions for businesses to carry out customs procedures at "anywhere - anytime - any means", bringing many benefits to the business community. As a result, the Department has exceeded ASEAN-4’s time for goods clearance. Particularly, the average clearance time for exports and imports is 36 hours and 41 hours, respectively. Niranjan Alumihare, General Director of R-Pac Vietnam Co. Ltd. said that the Department’s application of information technology and management methods over the past time helped businesses save time and money, creating satisfaction among them. With import-export businesses, customs procedures have a significant impact on their operational efficiency. Improved customs clearance procedures contributed to helping businesses make electronic tax payment at  anytime and anywhere.

Nguyen Phuoc Viet Dung, Director of provincial Department of Customs said: “In order to achieve its goals set out in 2021, the Department will continue synchronously and effectively implementing solutions such as promoting administrative reform towards electronic customs, in accordance with international standards, taking businesses and people as the center, eliminating unofficial costs; providing online public services at the highest level, creating favorable conditions for businesses”.

In the first quarter of 2021, although Covid-19 pandemic happened complicatedly, the import-export activities of businesses in the province were still maintained and continued growing up compared to the same period last year. The province’s import-export turnover increased by 24.17% over the same period last year. The number of businesses doing customs procedures at the Department continued to increase, leading to an increase of 35.93% in State budget collection in the first quarter compared to the same period last year.
