With the effective control of the Covid-19 pandemic and many solutions to recover the economy, stabilize people's lives, functional branches set up many plans to support enterprises, resume production and business.

Flexible solutions

Assessing the necessary solutions to help companies resume production and business activities in the new situation, Nguyen Thanh Toan, Director of Provincial Department of Industry and Trade, said that the recent Covid-19 wave caused big difficulties to the political system, people and businesses. At present, the outbreak has basically been under control, people and businesses have implemented the motto "living together safely with Covid-19". However, the difficulty cannot be remedied in a short time.

To support businesses, the industry trade authority will simultaneously apply groups of solution in the short and long term. Specifically, in the period of socio-economic recovery, this branch will well implement regulations on adaptation in the new situation in the fields under their administration; cooperate with the medical branch to improve medical capacity through enterprises taking responsibility in testing and treating F0s, establishing mobile medical stations... To ensure safe operation as reopening the entire distribution system including conventional markets, shops, shopping centers and supermarkets; fully prepare sources of goods to meet people's demands, especially on the occasion of the 2022 Lunar New Year.

The industry trade authority will also actively develop scenarios to cope with the disease risk that may develop more complicated, combine with plans to regulate goods circulation, organize production activities of enterprises; inspect and supervise the implementation of the set of criteria for assessing the disease prevention and control of enterprises and units, promptly detect shortcomings, difficulties to report to all levels and related branches for solutions.

Notably, to help businesses access markets, Provincial People's Committee assigned Department of Industry and Trade to be in charge and collaborate with district-level People's Committees and related agencies to effectively operate provincial e-commerce channels, assist businesses in consumption of domestic goods; support enterprises in participating in fairs and online trade channels to export and find new markets. In addition, the units put more effort to help enterprises enhance the application of e-commerce in import and export activities, exploiting the potential of cross-border e-commerce, in order to introduce, promote exports of commodity groups with competitive advantages of the province.

As for the group of long-term solutions, according to Nguyen Thanh Toan, the province is interested in recovering the supply chain from production, transportation to distribution; ensure smooth transportation in the province and between Binh Duong and other localities, even in cases of disease outbreak, by building a close coordination mechanism between localities under unified direction from the Government. Periodically, the department advised provincial leaders to discuss with businesses to remove obstacles and difficulties, in which promoting the connecting role of industry associations and business associations.

Besides, the industry and trade branch supports to improve and form a link chain between enterprises, especially small and medium-sized enterprises with large enterprises, domestic enterprises with foreign invested enterprises; continue to accelerate the restructuring of the industry, give priority to attracting industries using new and high technology with high added value, having a spillover effect, connecting production and supply chains; advise on the development of high-quality service industries, notably logistics and e-commerce activities, contributing to reducing costs and increasing competitiveness for Binh Duong enterprises by supporting investors to accelerate progress of infrastructure building of industrial clusters; develop the system of inland wharves and ports, build a modern logistics system of ICDs. Besides, this branch continues to advise provincial leaders to implement the plan for relocation and conversion of industrial zones and clusters in the southern part of the province; to strongly apply information technology, improve the quality of official duty performance, review, simplify, and reduce the time to carry out administrative procedures, contributing to the successful implementation of e-government and Binh Duong smart city. Industry and trade authority will assist businesses in digital transformation, turning towards the goal of completing the modern administration and digital economy, increasing the competitiveness of enterprises...

Enterprises are speeding up

Along with support from authorities at all levels, these days, businesses are speeding up production for year-end orders. Enterprises arrange appropriate production plans to both prevent the pandemic and ensure production business activities. According to Hoang Anh Chi, Head of Human Resources Department of Dat Vi Phu Pharmaceutical Joint Stock Company (My Phuoc 1 Industrial Park, Ben Cat Town), from the time the company implemented the "three-on-site" plan until returning to the new normalcy, the company has been supporting their workers to maintain production and handle disease situations. As a result, up to now, the company's production activities have remained stable. With a new production line invested in 2021 up to US$10 million, the company has been expanding their market as planned. Effective disease control is the driving force for the company to develop in a new stage.

At Hung Hai Thinh Joint Stock Company (Tam Lap Industrial Complex, Phu Giao District), Pham Minh Ha, the company's Director, said that due to the early stabilization of production, although import and export activities face many difficulties, the number of year-end orders is high and becomes a great motivation for businesses to quickly recover. Enterprises hope to continue receiving support from industries and branches in expanding production, finding resources, helping enterprises to gradually overcome difficulties, and accelerate to achieve output as planned.
