In the morning of March 25, Nguyen Hoang Thao, Deputy Secretary of Binh Duong provincial Party Committee cum Chairman of Binh Duong provincial People's Committee chaired the regular meeting on socio-economic situation and national defense and security in the first quarter of 2021. Attending the meeting was Deputy Chairmen of provincial People's Committee, People's Council, and members of the People's Committee and leaders of departments, committees and branches. The meeting was held online to 9 connection points of districts, towns and cities in the province.

To overcome difficulties for higher outcomes
The report of Binh Duong provincial People's Committee on the socio-economic situation and national defense and security in the first quarter of 2021 showed that Binh Duong provincial People's Committee has focused on drastically implementation of the resolutions and directions of the government, the Prime Minister, Binh Duong provincial Party Committee and Binh Duong provincial People's Council on socio-economic development tasks and national defense and security in 2021. The province has also urgently completed breakthrough programs of Binh Duong provincial Party Committee to implementation of the Resolution of the 11th provincial Party Congress; well implementation of social security policies during Tet holiday, especially for people with meritorious services, poor households, and workers in Binh Duong; to pay attention to, direct and organize activities to serve the people to welcome the New Year in a joyful, excited and safe atmosphere. Especially, with the participation of the whole political system, Binh Duong has done well the control and prevention of Covid-19 epidemic in the area. The province's socio-economy has seen positive changes and achieved many important results as the "dual goal" has been basically completed; political security, social order and safety in the area were maintained and stable.
That stability has created good conditions for businesses to operate. In the quarter, the province had 255 new industrial enterprises put into operations. The index of industrial production was estimated to increase by 6.9% year on year from 2020 (in the first quarter of 2020, it increased by 6.14%). Total retail sales of goods and service revenue increased by 8.7% year on year (in the first quarter of 2020 it increased by 11.7%). Import and export turnover continued to grow highly compared to 2020. Important export markets such as the US, South Korea, Japan, Taiwan, and Hong Kong had many prosperity.
Specifically, export turnover was estimated at USD 7.7 billion, increasing 30.4% (in the first quarter of 2020, it increased by 3.6%). Import turnover was estimated at USD 5.6 billion, increasing by 20% (in the first quarter of 2020, it increased 4.2%); trade surplus reached nearly USD 2.1 billion. According to industry and trade leaders, a number of industries with an increase over the same period last year haave been wood processing and products made from wood, bamboo, and neohouzeaua which increased by 15.3%; clothes by 4.3%; chemicals and chemical products by 2.4%; metal products (except for machinery and equipment) by 11.1%; electrical equipment by 6%; machinery and equipment by 14.7%; motor vehicle by 5%; beds, wardrobes, tables, chairs by 19.5% and so all; all created the premise for new breakthroughs.
In the first quarter of 2021, the industrial zones of the province attracted foreign investment at USD 378 million (accounting for 92.8% of the whole province), and 21 hectares of land were leased out. Enterprises in the industrial zones disbursed USD 738 million; the revenue reached USD 7.4 billion dollars; export USD 4.3 billion (accounting for 55.8% of the whole province). Binh Duong provincial People's Committee is implementing a project to adjust the planning of industrial zones development in the province for VSIP III and Cay Truong Industrial Park. Immediately after Tet holiday, most of enterprises and employees returned to work stably; Some key industrial sectors of the province have increased new export orders, thus the demand for labor recruitment increases in large quantity. In the first quarter of 2021, branches and levels provided consultancy on job placement for 17,186 employees, creating jobs for 5,829 people (gaining 16.7% of the plan). The localities have taken care of occupational safety and sanitation management, fire and explosion prevention.
Resources prepared for development
According to Mai Ba Truoc, Director of Department of Planning and Investment, up to now, the total investment capital for development of the whole society have been estimated to be at VND 21,952 billion, an increase of 10.3% over the same period (the first quarter of 2020, it increased by 10 2%). In which, state capital was VND 1,489 billion, decreasing by by 14.8%; non-state capital VND 8,597 billion, increasing by 9.8%; foreign investment capital VND 11,866 billion, increasing by 15%.
For public investment, the Standing Committee of Binh Duong provincial People's Committee, branches and localities regularly review and evaluate the performance of the project management boards and investors to urgently disburse public investment capital in 2020 and urge the implementation and disbursement of public investment capital by 2021, especially for key projects of delayed procedures and slow progress. Adjusted public investment capital plan in 2020 (as of January 31, 2021) is totally at VND 10,505 billion, gaining 71.7% of the plan and 97.4% of the plan assigned by the Prime Minister. Plan for public investment capital in 2021 (to March 15, 2021) is VND 600 billion VND, gaining 6.6% of the plan (5% in the same period) and 6.1% of the plan assigned by the Prime Minister.
Regarding the planning and integrated planning work of the province, Vo Hoang Ngan, Director of Department of Construction, affirmed that the industry has been actively organizing the implementation of the work of reviewing and investigating the general planning and subdivision planning as a basis for project implementation and urban embellishment. The Department also continued to handle and embellish spontaneous housing quarters and points; hand over the geographic information system and specialized construction software (GIS - phase 2) to the district People's Committee; implement the province's housing development plan for 2021-2025.
Concluding the meeting, Nguyen Hoang Thao, Chairman of Binh Duong provincial People's Committee set out key tasks in April 2021 and in the coming time. Accordingly, to continue implementing the "dual goal" to both prevent and control of the Covid-19 epidemic while promoting production and business activities; focus on implementing tasks and tasks related to the election of deputies to the 15th National Assembly and People's Councils at all levels for the term of 2021-2026; develop multi-dimensional poverty line in the province in 2021-2025; improve the quality of human resource training, especially vocational training; implement the planning steps of Binh Duong province for 2021-2030 with vision to 2050. In particular, localities, departments and branches need to coordinate in accelerating the site clearance progress, the work of compensation and clearance for premises of key local works. The election must be prepared to comply with the law, at the right time, to the right audience and to ensure security and safety.
