In the 2016-2020 period, Ben Cat town’s medium-term public investment reached a total disbursement value of 97.54%...During this period, the town had 186 new projects and 102 projects completed and put into use.

Nguyen Trong An, Chairman of Ben Cat town’s People's Committee said that in order to well implement the 2016-2020 medium-term public investment plan, the town's People's Committee has directed specialized agencies and localities to implement the instructions of provincial People's Committee, ensuring strictness and effectiveness while proposing the list of investment items for key works, promoting investment efficiency. In addition, the town has focused on removing obstacles in site clearance, promoting propaganda on orientations, goals and policies for socio-economic development in association with infrastructure investment needs among people. Along with that, the town's People's Committee has bent on improving the quality of bidding, including online bidding; strengthened inspection, supervision of basic construction investment, strictly handle wrong cases causing loss, wastefulness and delay in public investment.

According to the town’s People's Committee, the medium-term public investment plan for the 2016-2020 period is set up in accordance with the town’s 5-year socio-economic development plan and ability to balance capital sources. As of late 2016, the town completely paid off arrears for capital construction before December 31, 2014 in accordance with the provisions of the Law on Public Investment, not allowing new arrears for basic construction in the next years. In addition, the town’s allocation of capital complied with the provisions of the Law on Public Investment, the Law on the State Budget; allocate investment capital concentratively, ensuring the effective use of public investment capital to create a hightlight on urban development, promoting the local socio-economic development.

Giving priority to key projects

In 2021 and the 2021-2025 period, Ben Cat town has bent on implementing the medium-term public investment plan, in which capital allocation is prioritized for key projects with regional connectivity, contributing to promoting socio-economic development and improving people's living standards.

In order to complete the local 2021-2025 medium-term public investment plan, the town’s People's Committee has put forward many solutions. According to Mr. An, the town in the coming time will strengthen the implementation of a direct exchange mechanism between heads of departments, sectors and localities when coordinating to carry out compensation and site clearance procedures…; set up a specific plan to well perform compensation and site clearance to ensure the progress of implementation under the plan. In addition, the town will recheck and supplement land use planning, sufficiently arrange land fund for resettlement to serve site clearance projects in accordance with the law and and actual situation; strengthen inspection, supervision and take measures to handle weak contractors and consulting units.

The town will also encourage other forms of capital mobilization as well as well implementing the policy of socialization for projects in the fields of health, education and training, culture and sports, infrastructure works and projects to serve production and daily life of people in rural areas in order to reduce investment pressure from State budget capital. On the other hand, the town will mobilize maximum resources to invest in infrastructure; strengthen the inspection and inspection of construction investment activities in order to improve the efficiency of using capital for development investment …
